CDA Invites Pre-Qualification Bids for Government Officer's Residences in Diplomatic Enclave

ISLAMABAD: The Capital Development Authority (CDA) has officially invited electronic applications from national engineering firms and contractors for pre-qualification on a significant new project: “Construction of Govt. Officer’s Residence (ICT) in Diplomatic Enclave, Islamabad.”

The invitation, published under the CDA’s Procurement & Contracts Agreement-I, is open to national firms registered with the Pakistan Engineering Council (PEC) in Category C-B or above. Applicants must also possess the relevant project codes, including CE-01, CE-09, CE-10, EE-01, EE-02, EE-04, EE-06, EE-07, ME-01, ME-02, and ME-03.

Submission Deadline and Process

The electronic pre-qualification document, containing detailed requirements, terms, and conditions, is now available for registered bidders on the Electronic Procurement and Auctioning System (EPADS) at www.eprocure.gov.pk and on www.ppra.org.pk.

Interested firms must prepare and submit their electronic proposals strictly in accordance with the instructions provided in the pre-qualification documents. All submissions must be made through EPADS on or before May 12, 2026, at 11:30 AM.

Important note: Manual submissions will not be accepted. Electronic proposals will be opened on the same day at 12:00 PM on www.eprocure.gov.pk.

Transparency and Contact Information

In compliance with Rule 48 of the Public Procurement Rules, 2004, a notification regarding the constituted Government Review Committee (GRC) has also been made available on EPADS at www.eprocure.gov.pk.

Consequences of Incomplete Applications

The CDA has clarified that only shortlisted and pre-qualified firms or contractors will subsequently be invited to submit a tender or bid for the above-mentioned project. In case of incomplete information or concealment of fact, the application will result in disqualification of the firm or contractor.
