Pakistan, Azerbaijan Strengthen Ties as Baku Experts Lead Islamabad Beautification Projects

ISLAMABAD – April 17, 2026 – In a significant step toward deepening bilateral cooperation, the Capital Development Authority (CDA) and the Embassy of Azerbaijan have reaffirmed their commitment to transforming Islamabad’s urban landscape, with Baku-based experts taking the lead on several key beautification projects.

On Thursday, April 16, 2026, Chairman CDA and Chief Commissioner Islamabad, Sohail Ashraf, held a high-level meeting with His Excellency Khazar Farhadov, the Ambassador of Azerbaijan, at the CDA Headquarters in Islamabad. The discussion focused on ongoing collaborative efforts and future avenues for partnership between the two capitals.

Sister Cities Collaboration

Ambassador Farhadov opened the meeting by highlighting the deep-rooted cultural and historical ties between Azerbaijan and Pakistan. He reminded attendees that Baku and Islamabad were officially declared sister cities in 2024—a designation that has since paved the way for practical cooperation in urban development.

“Experts from Baku are working in close collaboration with the CDA on the beautification of Islamabad,” the Ambassador stated. He confirmed that tangible progress is already underway at multiple locations across the federal capital.

Ongoing Beautification Projects

According to the Ambassador, Azerbaijani experts are actively contributing to the renovation and beautification of three prominent sites:

  • Saidpur Village: Historical restoration and aesthetic enhancement.
  • Melody Food Street: Upgrading infrastructure and visual appeal.
  • 7th Avenue: Landscape improvement and urban design interventions.

In addition to these sites, Ambassador Farhadov noted that Baku’s horticulture specialists have extended full support to the CDA’s Gardenia Hub Model Nursery, providing technical expertise to boost Islamabad’s green cover. “Horticulture experts from Baku are always available to contribute towards making Islamabad more beautiful,” he affirmed.

CDA’s Commitment to Partnership

Chairman Sohail Ashraf expressed deep appreciation for the efforts of Baku’s horticulture experts, particularly their work at Saidpur Model Village, Melody Market, and the Gardenia Hub Nursery. He reiterated the CDA’s determination to fully leverage Azerbaijan’s expertise, capacity, and capabilities in urban beautification.

“There are excellent opportunities for investment to further enhance cooperation between our two countries,” Chairman Ashraf said, stressing the need to explore new avenues beyond beautification, including cultural exchanges and economic partnerships.

Looking Ahead

Both sides emphasized the importance of strengthening mutual relations and exploring new opportunities for cultural and technical cooperation. Chairman Ashraf assured the Ambassador of the CDA’s full support in further promoting ties between Pakistan and Azerbaijan.

The meeting concluded on a note of shared commitment to building a strong, enduring partnership—one that not only beautifies Islamabad but also serves as a model for international cooperation in urban development.
